Passive

Shadow Juggler: Shadow Energy, Forced Tag-In, Snare, Resurrection - Lizard Noob Saibot gains Shadow Energy every time he spends or loses his power. When he gains a full bar of Shadow Energy, Shadow Attack becomes available. This attack allows him to choose any opponent as a target and inevitably apply Snare to them. If a tagged-out opponent has been chosen, Noob forces them to enter the fight through the portal. 

Upon defeating an opponent, Lizard Noob Saibot can summon a teammate of his choice back to life with 20% of max HP. The number of summons is limited to the number of Lizard characters on the team.

Since update 3.1.1 Klassic characters have become even better than before, because of the Klassic characters synergy.

Passive

Blessed by the Shadow: Block Breaker, Combo Extender - Noob Saibot's Ghost Ball (Special Attack 1) disables his opponent's block, making all incoming attacks considered Unblockable for 10 seconds.

When Special Attack 2 is performed at 80%+, it activates a continuous chain of Special Attacks, up to 6 times.

Synergy: Klassic characters including Noob Saibot receive a 30% damage boost to all unblockable attacks.

Bone Shaper Shinnok is best against characters who resurrect such as Jason Voorhees and Sub-Zero - Grandmaster or who can be resurrected, by Quan Chi - Warlock. He can be a fight opener because of his Special Attack 1 or the last runner because of his passive ability.

Passive

God of Death: Attack Boost - For each defeated fighter on any team, Shinnok's attack increases by 25%. On any enemy resurrect Shinnok's attack increases by 25%.

Scorpion Inferno has a passive that works only for himself. He gets 200% basic attack damage for six seconds, so he definitely needs a gear that should make his basic attack unblockable if you want to make use of it. That said, it's best if you leave his signature equipment away 🙄. His special attack 1 is just the same as almost all the other scorpions and his special attack 2 does NOT finish on its own, meaning you need to make sure you attack right after you execute it.

Passive

Vengeance: Attack Boost - Each time Inferno Scorpion tags-in, he gets +200% basic attack damage for 6 seconds.

Quan Chi Warlock is a great support character, especially after the release of survivor mode. You can keep him tagged out most of the time and use his special attack 2 when it is ready to execute. Don't bother using his special attack one as it gets blocked most of the times and it does no damage at all, as to his X-Ray attack, it has a Dispel as a buff, which is kind of useless. He can be teamed with any character if you feel like having a bit of extra life to secure the battle.

Passive

Reanimator: Resurrect - Re-animates a dead teammate with 25% health. Usable once per fight.

Specials

2. Portal Tricks - Attack: High damage + Cripple
3. Skull Krusher - X-Ray Attack: Extreme damage + Dispel

Since update 3.1.1 Klassic Scorpion has become even better than he was before, because of the Klassic characters synergy. He does an incredibly good job against characters with the tag-in attacks, such as Jade - Assasin, Raiden - Klassic. etc., because of his passive ability. Having, unblockable on special attack 1 (when you achieve 80%+), make his signature equipment unnecessary, so it's best if you give him the Wrath Hammer. Being Netherrealm class (as well as Martial Artist), put him at the top of the gold tier characters.

Passive

Get Over Here: Unblockable, Forced Tag-In, Bleed - Achieving 80%+ on the Spear(special attack 1), makes it unblockable and pulls the most wounded opponent from the enemy team into combat and causes bleed.

Mileena Vampiress has a really good passive ability, which is a mix of 2 benefits (one for her and one for her Netherrealm teammates). Teamed with Jason - Slasher and Scorpion - Klassic, she could survive any battle.

It might be best if you don't use her signature equipment, but give her Wrath Hammer or a block-breaking one, such as Sento Blade and a power generating accessory, as she needs to spam her special attack 2 as much as possible.

Passive

Blood Syphon: Bleed, Healing, Attack Boost - Any opponent fighting against Mileena for 10 seconds starts to bleed. Mileena gets regen on her Early Lunch (special attack 2), if the opponent is suffering from bleed. All Netherrealm characters gain +50% damage boost against enemies affected by bleed.
